SEA GULLS GREET THE CREW AS WORK ON DUMP BEGINS.(CAPITAL REGION)

Sea gulls dipped and darted Monday around heavy construction equipment that was stripping topsoil off the site of the new Saratoga County landfill at the east end of Kobor Road.

The flock arrived for the first day of construction, but it will be about 15 months before any garbage can be dumped in the 10-acre site being built.

``That's what this is all about. Moving a lot of earth,'' said John McKeon, the county's deputy public works commissioner for solid waste.

The county is spending $5.39 million to build the first cell of the landfill. It will cover 10 acres of land and be 6 to 13 feet deep. It …
